Program Development Section

This section performs a variety of functions related to planning the division's future. These areas include:


Managing Planning Initiatives for the Division
Division management occasionally develops planning initiatives to mold and reshape the division to be more effective in carrying out its mission. When management establishes such initiatives, the effort is coordinated by this section.

Coordinating Review of Proposed Bills during a Legislative Session
The Kentucky General Assembly meets every year and during special sessions called by the governor. Some of the bills that are developed and considered for passage by the legislature relate to waste management. When this is the case, this section coordinates the division's internal review of the bill and develops comments that are forwarded up through cabinet management for consideration as the bill is being discussed and debated.

Managing the Development of Regulations for the Division
Bills passed by the Kentucky General Assembly and enacted by the governor are typically general in nature and often require that regulations be developed to fully carry out the vision expressed in the bill. Development of these regulations is a group effort coordinated by this section.

The section manages a database of people interested in division regulations. People listed in this database receive notice when the division is developing new waste management regulations.
