This page explains what occurs during a hazardous waste inspection.
Who is inspected?
1. Large Quantity Generators - Generate over 2,200 lbs. of hazardous waste in any one month.
2. Small Quantity Generators - Generate between 220-2,200 lbs. of hazardous waste in any one month.
3. Conditionally Exempt Small Quantity Generators - Generate less than 220 lbs. of hazardous waste per month.
What initiates an inspection?
1. Random inspections are conducted on a routine basis.
2. An inspection may be conducted as a result of a citizen complaint or inquiry.
What to expect during an inspection?
1. The inspector should present identification and give a brief explanation of what will be inspected and in what order.
2. The inspector should be notified by the facility representative of personal protective equipment that must be worn during the inspection.
3. Photographs may be taken during the inspection. (Approval to designate areas or information as CONFIDENTIAL must be obtained by submitting a written request and explanation to the cabinet.)
4. The inspection consists of a review of hazardous waste records and an inspection of the facility itself.
Records that will be inspected include:
1. Conditionally Exempt Small Quantity Generators - waste analyses (if available) and disposal records to verify amount and destination of waste.
2. Small Quantity Generators - Certificate of Registration; waste analyses; hazardous waste annual reports (last three years); weekly inspection logs; emergency information posted by telephone; arrangements made with local authorities; and manifests and land disposal certification records (last three years).
3. Large Quantity Generators - Same as Small Quantity Generators plus annual hazardous waste training records; personnel job description records; and Facility Contingency Plan.
4. The facility inspection includes viewing of facility processes, waste generation points, and waste accumulation areas.
5. The amount of time required will vary greatly depending on the size of the facility; however, the average inspection takes three to four hours.
