Permit Review Section

Introduction

The Permit Review Section’s objective is a consistent evaluation of hazardous waste permit applications for technical accuracy and compliance with the state statutes and administrative regulations to ensure adequate protection of human health and the environment.

This section reviews hazardous waste permit applications by evaluating the plans and designs for location, geology/hydrogeology, transportation, construction and hazardous waste treatment, storage and disposal processes pertaining to the facility, and makes recommendations to the division director to issue/deny permits for storage, treatment or disposal of hazardous waste.

The section also processes hazardous waste closure plans by reviewing technical documents pertaining to closure of hazardous waste facilities or units. This review involves evaluation of closure procedures, decontamination methods and cost estimation to ensure compliance with current environmental regulations. In addition, the section prepares documentation such as Resource Conservation and Recovery Act (RCRA) Facility Assessment reports for hazardous waste sites; provides engineering assistance to other state agencies, regulated industries, consultants, public groups and private citizens; conducts public meetings and hearings; and makes presentations as part of the hazardous waste permitting or closure processes listed above.

1. Hazardous waste permit application review checklist/outline - This document briefly explains and lists regulatory citations and minimum requirements for hazardous waste treatment, storage and disposal facilities applying for construction and operation permit.

2. Hazardous waste Part A permit application/instructions - A blank Part A of the Kentucky hazardous waste permit application form (DEP-7058A) and general instructions to complete the form (effective July 1997).

3. Hazardous waste permit modification/instructions form - A blank form for notification of minor modifications to hazardous waste permits not requiring prior approval of the cabinet (DEP-7092), and general instructions to complete the form.
