Project Administration Section

This section performs four main functions for the division. These functions include the following:

Coordinating Purchases for the Division
Division staff routinely purchase supplies and equipment as part of administration of the division's programs. Such purchases are subject to a sometimes intricate oversight, review and approval process by this section. The section also oversees ProCard usage and tracks expenditures in eMARS (the statewide accounting system).

Managing Grants Received by the Division
The section coordinates preparation of applications for grants that the division receives from various federal agencies. If a grant application is approved and moneys are awarded, the section also coordinates administration of the grant and division compliance with commitments made under the grant. Grant moneys are used to implement key activities conducted by the division, such as administration of the hazardous waste program, the underground storage tank program, the Superfund program and various pollution prevention activities.

Managing Memoranda of Understanding and Memoranda of Agreement
Where the relationship between the Division of Waste Management and other state and federal agencies needs to be clearly understood by both parties, the agreement is documented in either a memorandum of understanding (MOU) or memorandum of agreement (MOA). MOUs are generally used when moneys are not exchanged between agencies for services rendered, and MOAs are used when moneys are passed from one agency to another. The section coordinates compilation of MOUs and MOAs and maintains copies of these documents.

Payments for Major Fee-Supported Programs
The section also inputs into eMARS the payments made to various recipients for two major programs that are supported by fees paid to the state. First, the Petroleum Storage Tank Environmental Assurance Fund provides funding for cleanups at leaking underground (petroleum) storage tanks. Also, there are many payments made to recipients under the Kentucky Pride Fund. This program sets aside funding for cleanups of illegal open dumps, litter abatement and remediation of historic landfills. Payments made under these major programs are coordinated by the section.
