The Kentucky Department for Environmental Protection created a Closure Section within the Division of Waste Management's Solid Waste Branch following the 2002 General Assembly's passage of House Bill 174, a comprehensive law designed to help fund solid waste management in Kentucky.
The law established priorities for waste reduction, recycling, proper closure of abandoned landfills, education, proper collection and disposal of solid waste, elimination of illegal open dumps and abatement of litter.
