OPSTEAF (Office of Petroleum Storage Tank Environmental Assurance Fund) - Governor Ernie Fletcher's reorganization of state government abolished the Fund and placed the program under the Division of Waste Management. 5. National Association of Plastic Container Recovery (NAPCOR) - This is a national trade association dedicated to promoting and facilitating the collection and recycling of #1 PET plastic.
